Downloaded Role Scoper.

Extracted to /wp-content/plugins/ directory

Activated through the 'Plugins' menu

Clicked Role Groups

Created new Group.  (Added logged in user as Group Member and Group Administrator.)

Still says "No groups available."

Looking at the db via phpMyAdmin, and I don't see the tables (groups_rs, user2group_rs, role_scope_rs, user2role2object_rs). I do see "scoper_" entries in wp_options table.

Did I miss an installation step?

No, there are no other installation steps. Do you have a php error log with any relevant error messages? Are other plugins able to create tables on activation (try NextGEN Gallery)?

It was a permissions problem on our end.  Apologies!  We just migrated servers and nobody caught this one.  Thanks for your quick reply.
