Part of my issue was I didn't have role scoper turned on. I set the author to edit others, but the pages still do not show up to edit, but if I give switch them to revisor, then it works.

One more question, how do I assign who will get the email? Currently the admin gets it, but could the editors receive these emails, too?

If using Role Scoper, you can assign any full editors of the page to the Pending Revision Monitors group.

Or to email all WP Editors, add these lines to wp-config.php (even if you're not using Role Scoper):

define( 'SCOPER_DEFAULT_MONITOR_GROUPS', true );
define( 'SCOPER_MONITOR_ROLES', 'administrator,editor' );
