1. I have one category where anyone can post (subscriber) and comment.
2. Category B can be viewed by anyone, but only people who have Editor role can actually post or comment.
How to implement using Rolescoper.

Role Scoper does not allow you to control commenting rights per-category.

Thanks For the info, but i want to clarify the below
I am expecting like the subscriber role have access to post only in one catagory and rest of all roles have access to all the catagory to publish article.

Just go to Roles > Categories and give the group [WP Subscriber] a Post Author role in the desired category. Don't set any Category Restrictions. Then if the WP Contributor, Author and Editor role definitions have not been modified, those users will still be able to post in all categories.
