Not arbitrarily per-user, and not for users who can assign Restrctions / Roles in the Post/Page edit form. But you can limit all Restriction and Role Assignment access by role via the following Role Scoper Option:

• "Role administration requires a blog-wide Editor role" : Advanced Tab, Hidden Editing Elements

If that doesn't help, maybe you can explain more about the class of users you would want to hide those tabs from.
