I understand that this great plugin Role Scoper will allow me to let users edit content of posts and pages.  I want to know if there is a way to make it so that once they edit the post or page the changes do not take effect until after I approve the changes.

Is that possible and if so how do I do that?

If you mean changes to published Posts and Pages, I have another plugin that handles that:

http://wordpress.org/extend/plugins/revisionary/

It works standalone for sitewide post/page Revisor capabilities or in conjunction with Role Scoper to assign that role for a limited subset of content.
