When I edit a user it says this at the bottom:

Warning: array_keys() [function.array-keys]: The first argument should be an array in /home/cindyc0md1r/dev.adabible.org/wp-content/plugins/role-scoper/admin/profile_ui_rs.php on line 167

Warning: Invalid argument supplied for foreach() in /home/cindyc0md1r/dev.adabible.org/wp-content/plugins/role-scoper/admin/profile_ui_rs.php on line 167

This is with the shiny new version of Role Scoper I got today as well as the version imediately previous.

I'm going to do a hack fix by check for is_array and if it's not making it an array, but I don't know what functionality I'm missing because of this.

All that code does is display the user's currently assigned taxonomy roles.

Basically, it's trying to check for role assignments on a taxonomy for which associated object types are not well-defined. This may or may not be an issue with your custom type/taxonomy registration. I would need to know more about your configuration to say more. Your workaround sounds safe and I'll probably add something similar to the development code.
