Hi… Im a newbie in word press. I think is a gorgeous plugin. Sorry for my bad english. I hope to explain well.
My question is: is it possible to assign to user a "background category"? For example I want to assign to "pluto" user 3 categories: events, news, las vegas. In this case I assign as author "events and news" and "las vegas" in background.
When "pluto" log into system, he can write only "las vegas news" or "las vegas events".

Yes, follow these steps to enable a users to post in specified categories:
- Give user a WordPress role of Subscriber
- Go to Roles > Categories
- Select desired user
- Select Post Author role for desired categories
- Click Update button

Yes, I know these steps, by in this case is necessary select both the categories: "news + las vegas" or "events + las vegas". Really I want the user select only "news" or "events". Las vegas should be selected in background. (hidden mode or similar).
Really I want to dispose of a "news container" available for different sites. The admin zone, instead, should be available on my wordpress site.
… ?
Please help me… if you can!! Otherwise thanks the same.

Oh, I misunderstood your meaning of "background category."
Sorry, but currently Role Scoper will not assist you in auto-selecting categories based on other category selections.
