Assistant - manager role

Hello Kevin.
 
I've been looking for a plug-in solution for the following and would like to find out if your plug-in would be a right solution when I find your site.
 
Brief explanation:

I use WP 3.01. with custom taxonomy.

Users add posts / listings. Each user have they own account dashboard/control panel.
(Users role: Contributor)
 
Let say:
I've 4 assistant/manager.
I would want them to over see / and can assist / edit / manage with Users posts/listings.

Each assistant/manager given 10 zip codes.
So, when a User registers, post / listing - ( based on the user's zip code), an assistant/manager would be automatically assigned to that user.
(the assigned assistant/manager name and contact would displayed in the user's account dashboard/control panel )
 
When the assistant/manager log in to his/her dashboard/control panel - would shows the Users they are managing with some statistic
 
(Users have they own account dashboard/control panel - shows all their listings, they can edit their posts/listings, shows their listing, statistics etc.)
 
Can I accomplish this with Role Scope ? Do I also need/ should use Revisionary?

Role Scoper could apply permissions based on custom taxonomy roles, but the registration automation and dashboard UI you describe would require some custom development. The Revisionary plugin would not apply to the solution you describe.
