My Author can publish new posts but when they go in to edit a post that has already been posted or a draft of an unpublished post, they can't publish it, they only have the option to "Submit for Review".
Under Role Options, every option is selected for Authors except the ones grayed out, Edit Others Posts and Delete Others Posts.
Appreciate your help with this, allowing Authors to publish their own posts after after they edit them.

Go to Roles > Options > WP Role Defintions, and make sure your Author role includes this capability: edit_published_posts. If not, install the Capability Manager plugin and add the capability to that role.
If that's not an issue, have you set any Restrictions? If so, what are they?

You should also make sure your WP Author role includes all the other custom capabilities you added to the RS Post Author role definition.
