I'm trying to give my editors permission to view cformII administrative options, but I'm not sure how to go about doing that.

Ideally, I'd like my editors to only have access to the Data tracking, but just any access to the cforms would be great.

Since your goal is to modify access to all cforms, you can use the Role Manager plugin to add the Track Cforms and/or Manage Cforms capability to the desired WordPress role (in your case, the Editor role).
