I need help configuring the role scoper.

4 categories - ABCD

4 teacher type user groups - ABCD.  Teacher type user groups can edit,add,delete posts in the corresponding category.  (currently, all users in this group is set as Editors. Should they be authors instead?  But when I set them as authors, they are unable to add new post).

4 parent type user groups - ABCD. Parent type user groups can only view posts in the corresponding category.

PROBLEMS

1. when user in teacher group A posts into category A, all the other teacher group users is able to edit that post.

2. when user in teacher group adds a new post and assigns to a category, the post is listed as uncategorized.

The simplest configuration:

* Remove any Category Restrictions or default Post Restrictions you may have set

* Make all teachers and parents WP Subscribers

* Go to Roles > General and assign the Page Author group to each teacher

* Go to Roles > Categories and give each teacher their appropriate "Post Editor" Category Role

* To to Restrictions > Categories and set a default Category Restriction on the Post Reader role

* Go to Roles > Categories and give each parent group their appropriate "Private Post Reader" Category Role

For optimal security you should also store each post with Private visibility. If you want, switch on Roles > Options > Content Maint > "Default new Posts to Private visibility".

I just re-read your requirements and noticed that pages are not involved. So scratch the General role of Page Author.
