Can you click on the User Profile and confirm that your user has the Page Editor role for that page?
Is the page linked in the Edit Pages list (but the link doesn't work)?
What is your WP version, and what other plugins are you running?

Log in as that user and check their profile (by clicking username at upper right of WP admin screen). Scoped Roles should include Page Editor for your page in question.

I can't see the bottom of that profile page. Do you have any Scoped Page Roles showing?
If not, just edit the page and click the checkbox for your user in the Editors tab.

In the Edit Page form. When you are logged in as admin, scroll down toward the bottom, and below the Page Revisions list you should see Readers, Contributors and Editors boxes. Expand the Editors box, click on the Users tab, select your user and Save the page.

dear kevin,
i got i worked. I deactivated every plugin and started with rc and then the next plugin, and then the next one etc.
But now ive got a question. Why does my author which has the rights to edit a page have to click twice on the button publish to get it online? first it goes into pending.
Thank you so much for your fast replies,
i hope you can answer this question as wel,
i want to create a member who can edit the his main page and can create as much subpages beneath his mainpage, is this possible?

Good. Which plugin was causing the trouble?
Why does my author which has the rights to edit a page have to click twice on the button publish to get it online? first it goes into pending.
That is a known issue. The technical logistics are fairly complex and I have not yet made the time to investigate it. I'll let you know if and when I restore one-click publishing for configurations like that.

Yes, you can. Give your user an Editor role for his page and its subpages (both checkboxes).
Also give him a General Role of Page Author (Roles > General).

Okay, I've developed a fix for this. Based on my own testing, non-Editors (including WP Subscribers) with a General Role of Page Author can now publish new pages with one click of the Publish button.
This is available in the updated Role Scoper development snapshot (for manual download and installation), and in the next regular release (automatic update).
