Help with sub-pages permissions

Hello all, hopefully you can help me out.

Here's what I'm trying to do:

I want a user to only be able to edit pages and sub-pages and sub-pages they've created.  There is an example of how to do this in the guide and it is working well.  I'm forced to be WP 2.9.2 and I have Role Scoper 1.2.16 installed (if I can use a newer version of Role Scoper thats fine, but I can't upgrade wordpress any higher).

What my problem is, is the user with edit only acess to pages and sub-pages they've created allows them to create NEW pages at the top level.  I can't figure out what restrictions or different roles to assign to force them to only be able to create sub-pages of their top-level.  Does that make sense?

Here's a small example:

Top-level (admin only access)

     - Level 1 (admin only access)

          -Level two (access for those that created this page and sub-pages below)

              - Level Two sub page.

So if I log in as a user with Level two access, I ONLY see those pages, but when they create a page, they're allowed to create a level one area page.  It seems I'm just missing something really easy and it's right in front of me.

Did you try this:

Roles > Options > Advanced tab > Page Structure > "Pages can be set or removed from Top Level by:" > Administrators

?
