I can't seem to recreate this situation myself but both editor and contributor level members have reported intermittent problems with upload permissions. Both roles have been given upload permissions via Role Manager. It seems that they can come back and try again after having a problem and are then able to upload.
Thoughts?

When you say Contributor and Editor, is that their WordPress role or just RS-assigned content role? If the latter, what is their WP role?
Does the problem only occur with new posts/pages, before saving?

They do have WP contributor or editor roles respectively and also have contributor or editor RS roles for a specific category via group.
It does seem that the problem occurs before saving most of the time but I've tried to make it happen logged in as a user with the same levels of permissions and can't seem to make it happen.
I also just noticed that I'm back to not being able to access the correct list of authors for a post's assigned category. This seems to be a problem that comes and goes with the various development snapshots.

Since my first try at reproducing this came up dry, can you say more about the conditions for the error? How is the Author role restricted, and how are the intended users granted authoring capabilities?
Are you aware that Category Roles / Restrictions are not (and have never been) applied until after the post is saved?

Is it you (the administrator) who can't pull down a valid list of eligible authors, or does this problem affect a post editor, or both?

In the course of refining the new Role Scoper Development Snapshot, I discovered that some of the user filters were not applied for administrators. Can you let me know if this corrects your Post Author dropdown?
The big news in this version is some significant reduction in memory usage. Since that is accomplished via moving functions around and loading files more conditionally, it's always possible that I have broken something… but if so there should be an obvious PHP error message, and I don't see any problems with the basic front-end and admin operations. I didn't mess with the internal structure of the code, just the location of functions and the conditions for loading their files.

Sorry to go MIA for a few days. Thanks for the update, I love the sound of less memory usage, this has been a real problem area for this site so I'll take any improvement I can get!
Previously I reported a problem with deleted categories. I think I've determined that the problem is not related to RS but the delete process was not completed correctly and the categories in the database are really bungled up and will be very difficult to clean up. Just wanted to let you know that RS is not responsible for that particular problem.
I'll report back if I find any other problems with author selection. So far it seems ok but I've not had a chance to give it a good thorough check.
