Limited access to a site?

I have a website that is 'Members Only'. Within that site, there are sections that are 'cordoned off' using Role Scoper to only be accessable to certain members.  Has worked well for almost a year.

I would now like to give access to those 'cordoned off' areas to additional Users but not give them access to the rest of the site.

What would be the best way to do that?  Should I go back and make everyone a member of an overall group, or is there a way to create a group (for the newcomers) and make it exclusionary so they cannot see the other areas?

Restrictions are not user-specific or group-specific. So your first idea (a group that grants additional access to certain pages / categories) is the way to go.
