I'm assuming that you are using the Hidden Content Teaser, and want to disable the display / submission of teased posts/pages. If so, it is a job for template code. For example, in single.php:

change:

comments_template();

to:

if ( ! function_exists('is_teaser_rs') || ! is_teaser_rs() )
   comments_template();
