What WP version are you running? Multisite?
Any chance you've accidentally moved or deleted some WP files? If the RS database tables and plugin folder is gone, and the .htaccess file defaulted there's really nothing else left of Role Scoper. The only other remnant would be values in the wp_options table. Of those, only category_children and *_children (for other taxonomies) are used by the WordPress core.
It would be a good idea to check your PHP error log.

Is your problem with front-end viewing access or editing?
If you don't want Role Scoper to modify access to your custom post types / taxonomies at all, go to Roles > Options > Realm. Uncheck them in "Post Type Usage" and "Taxonomy Usage" then click Update.

- a normal Wordpress site
- domain.tld is aplaceholder for the actual name … domain.TopLevelDomain … not going to post the affect host in public, can send you a personal message
- I have copied a new 3.1 wordpress over the site, still no access
- I cannot access anything. Loggong on as admin with password I get the "You do not have enough privileges to access this page." - error html page from wordpress. I cannot access options.php or dashboard, can't list/edit posts.

Your WP administrator access came back after I disabled the WP Native Dashboard plugin by renaming its folder.

Thanks, it is really weird. I switched from Kau-Boy's Backend Localization -> WP Native Dashboard while upgrading the Theme. I am using WP Native Dashboard on a lot of other Norwegian sites without issues. Just glad that the issue has been resolved.
