I've installed Role Scoper, and created a new role, but can't seem to assign it to any users.

Also, is there a way to make a new role I've created the default role for new users?

I'm not sure what you mean by "created a new role." Role Scoper does not handle the creation / editing / assignment of a user's WordPress role (the one shown in the "Users" table). If that's what you're aiming for, try a basic role editor like Capability Manager, then set the default role in Settings > General.

Role Scoper is for modifying content-specific permissions.
