I need a simple way to control which users get email notifications of COMMENTS (sorry) awaiting moderation. Seems if I set up an admin and an editor, only the admin gets the notice. Is this the way WP normally works, and would your plugin be able to help?

I see now that the general setting panel has the place to enter an email that is used for comment moderation email notifications. However, I would like all the other administrative notices (unrelated to moderation) from WordPress to go to a different address, know what I mean?

Check out the Peter's Collaboration Emails plugin. It may satisfy at least part of your functionality goals, and can coexist with my plugins.
There are also a number of other email notification plugins in the WordPress Extend directory. Search on "email notification".
