If I am logged as Admin I see my navigation menu fine.
But if visit my web without any log in, the navigation menu changed page order and deleted some categories.
How can I fix this?
How can I let visitors (not logged in) to see the same navigation menu as admin?

Removal of empty categories from Nav Menus for non-Administrators is already fixed in the development code (1.3.35-dev).
Regarding pages, are they all readable by the non-logged visitor? Role Scoper will remove links for unreadable pages from Nav Menus just as it removes them from the Pages widget, unless you enable the Hidden Content Teaser for pages.

All content is readable by non-logged visitors. The only problem is that they can not see the navigation menu as the admin does.
I have try disable Roles > Options > Realm tab > "Term Scope" > Navigation Menus
but it doesn´t work…
Is there another place where I can try to fix it?

That Realm setting pertains to Nav Menu editing.
Can you at least confirm that the development code restores your empty categories to the nav menu?

I have tried with developer version and the problem seems to be solved.
Is is safe to use the developer version? When are you going to launch new final version?
