You need to set Category Restrictions (via default restrictions if desired) on both the Post Author and Post Contributor roles. If you restrict only Post Author, then your WP Authors are simply demoted to Contributor in the affected categories.

Go to Roles > Category, and assign desired user or group a Post Author role in the desired category.

It looks like Page Category Plus is no longer developed or supported. It may or may not still work with the current WP version. If you want to give it a try, some unofficial download links are listed here.
