Can the plugin restrict a user from editing their profile (or even getting into the Admin for that matter)?

No, in general Role Scoper only adjusts the "scope" in which WordPress capabilities are granted. WordPress does not check a specific capability for profile editing. I forwarded you links to a couple other plugins related to overall admin access, and will follow up more on that shortly.
