Restricting access to Restrictions drop down box

Im new to this… Im very confused cause it has many many options… I have plent of questions but I want to start with this one.

how come users that arent admins (like authors and editors) have access to the Restrictions and Roles dropdown box on the right sidebar menu??… how do I disable this? I only want admins with access to this.

Help please.

Role Scoper can elevate a user of any WP Role to manage roles/restrictions for specific pages, posts or categories. To prevent Subscribers, Contributors and Authors from seeing those menu items in the sidebar, activate the following Role Scoper option:

Roles > Options > Content Maintenance > Role administration requires a blog-wide Editor role

If you don't want Role Scoper to affect content editing permissions at all, deactivate the following settings:

Roles > Realm > Access Types > Editing and administering content (admin)
