Hi Kevin,
Two users, user a and user b belong to the same group. this group has page editor rights to page A and all subpages of page A. If user a makes a page, page C, with the parent set as page A, user b can not see this new page. I would assume that since user b has page editor rights to page A and all subpages of page A that this user would be able to see and edit page C.
Do you have any thoughts on how this could work?

What RS and WP versions are you running? With WP 3.0.1 + RS 1.3.5, the page editing access works as expected.
What WordPress role do the users have? Have you customized WP or RS role definitions?

Version 1.3.RC5 with WP 3.01,
I set the users as subscribers, then added the role of page editor to them.
I have not customized WP or RS role definitions.

Can you install the current Role Scoper release (1.3.8) and let me know if you still see that problem?
