Looks like the new Dev Snapshot is limiting read access for anyone with restricted category posting permissions. Things are fine when logged in as admin or not logged in at all but those with post editor or post contributor scoped roles can only see the categories they are scoped for.
This is for 1.0.0-rc9.9221.c

I'll look into that issue soon.
Meanwhile, please roll back to rc9.9220. Another user has discovered that the development snapshot rc9.9221 is granting universal post and page editing rights to subscribers.

The editing permissions debacle is fixed in the updated dev snapshot (rc9.9222). I'm very sorry for that  It had nothing to do with the memory reduction code. I was trying to hastily support a new feature Saturday morning when I should have turned off the computer and gave my children some attention.
I think this probably fixes the issue you reported too - let me know.
