If this is for a WP Subscriber who can edit the page based on a page-specific Editor role assignment, you will need to set the following option:

Roles > Options > Features tab > Role Assignment > "Roles and Restrictions can be set:" > "by the Author or Editor of any Post/Category/Page"

Roles > Options > Advanced > "Limited Editing Elements"

What about Roles > Options > Features > Role Assignment ?

The role metaboxes were unavailable to Editors because you had removed delete capabilities from the WP Editor role definition. Role Scoper requires both edit and delete capabilities for a non-Administrator to modify roles/restrictions on a post or page.
