I basically need to give an editor permissions to delete any pages or posts, using the check boxes from the edit.php?post_type=page and edit.php?post_type=post pages.. currently I get taken to a dialog box on another page that says.
"You do not have sufficient permissions to access this page."
Also I'm using the latest version of Wordpress 3.2.1, Role Scoper, and the GRAND FlAGallery Overview v1.45
I would like to allow editors to login and see the Flash Gallery editor on the left panel as an administrator would , is this possible?

I haven't reviewed Grand Flash Gallery compatibility yet, but do not see the bulk editing error for Editors in a basic WP 3.2.1 installation.

Is there something I'm missing, Bulk actions appear to work on my localhost server but not on my live site..
Both users have Editor roles , And I check the RS Role Definitions and they appear to be comparable for Post/Page Editors..
I didn't really notice much of difference in settings, I went through all the menus side by side, altering settings, updating and testing with a WP_Editor user on the live site and haven't had any luck yet. I have done:
- flush cache on plugin menu ,
- login /logout with usere
- resync roles on page/post/categories pages using "assign for selected and sub pages" and defaulting new posts/pages to Page Editor.
- Toggled Role Assignment to Content Administrator Only as this seemed to remove the Roles Menu from the left sidebar for my Editor Users and not affect permission of post/pages on my live or test site.
For adding plugins I didnt' know if it's possible in Role Scoper to create some type of configuration line entry with the plugin names to enable for users.

Any difference in active plugins on the local vs. live site? Maybe a PHP execution plugin?

No, I haven't developed support for that.

I have removed the php execution plugin from the live site, and never installed it on the local one.
I had an issue with Exec-PHP plugin already on the live site and have since deactivated it.
There are a few plugins loaded on the live site, such as
- Akismet
- All in One SEO Pack
- Breadcrumb NavXT
- Google XML Sitemaps
- Grand Flash Album Gallery
- Page Links To
- pageMash
- Role Scoper
- Stout Google Calendar
